Project Brief
Unique Meghnaghat 600 MW (net 548 MW) Gas/R-LNG Fired Combined Cycle Power Plant
on Build, Own and Operate (BOO) basis

Unique Meghnaghat Power Limited (UMPL), a subsidiary of Unique Hotel and Resorts Limited which is a Sister Concern of Unique Group, is implementing Unique Meghnaghat 548 MW gas/RLNG fired combined cycle power plant-one of the largest IPP (Independent Power Producer) projects in Bangladesh, at Meghnaghat, Sonargaon, in Narayangonj district, approximately 27Km.east of Dhaka. This project consists of one (1) GE 9HA.01Gas Turbine Generator, one (1) Heat Recovery Steam Generator and one (1)Steam Turbine Generator from General Electric (GE).

UMPL, the project company with 65.01% ownership by Unique Hotel and Resorts Limited (UHRL), 30% by Guayama PR Holdings BV (which has changed its name as GE Global Energy Investment BV, a Netherlands based wholly owned subsidiary of General Electric GE) and 4.99% by Strategic Finance Limited (SFL), has been incorporated in Bangladesh in 2018. The consortium of UHRL, GE, and SFL has been selected through proper evaluation of its technical and financial proposal submitted to Power Division like international competitive bidding process, by Bangladesh Power Development Board (BPDB) and Government of Bangladesh (GOB) as the project sponsor. The LoI (Letter of Intent) has issued by BPDB on 25th June 2018. The corresponding agreements; Power Purchase Agreement (PPA) with BPDB, Gas Supply Agreement (GSA) with Titas Gas Transmission and Distribution Company Limited (TGTDCL), Implementation Agreement (IA) with Power Grid Company of Bangladesh Limited (PGCB) and the GOB will be signed thereof soon.

The project will be executed by UMPL through an EPC contract awarded to an Internationally Reputed and competent contractor. A number of recognized contractors have already submitted their turn-key offer and these are being evaluated by Owner’s Engineer, Tractebel Engineering India Pvt. Ltd. SCB (Standard Chartered Bank) Bangladesh has been selected as the Financial Advisor and Lead Arranger while ERM India has been appointed as the Environmental Consultant.

Power generated by the facility at 400KV will be evacuated from through 400 KV overhead transmission line and will be connected to 400KV Meghnaghat Sub-station. Power Grid Company of Bangladesh (PGCB) is responsible for operation and maintenance of 400 KV Switchyard including 400 KV transmission systems.

The 20-inch diameter gas pipeline will connect gas supply from Meghnaghat Valve Station to the Regulating and Metering Station (RMS) located at the project. Fuel (gas) will be supplied to the Gas Turbine through gas pressure control and conditioning skid. Dry low NOx burners are employed to restrict the NOx emissions.

A jetty for transportation, loading and unloading of equipment, heavy materials and machineries is being constructed on the bank of Meghna River.

The water requirement of the project will be met from the river Meghna. River water intake system will supply water for cooling system, auxiliary cooling circuit as well as other power plant needs such as service and fire-fighting water.

The water drainage system comprises domestic sewage treatment system, industrial waste water treatment system and storm water drainage system. The waste water will be treated to meet applicable environmental guidelines.

The Project is required to achieve Commercial Operation within 36 months after signing of all Project Agreements. The term of the PPA is 22 years after achieving Commercial Operation Date (COD). A competent and experienced Operation and Maintenance (O&M) contractor will be engaged by the Company to run and operate the plant with Prudent Electrical Practices and Prudent Utility Practices.
